Chief Engineer (C/E)


C/E is in-charge of engine department, he reports to the Master (day-to-day activities) and to Technical Manager – Comapany (technical activities).

Responsibilities –

1. Ensure that all engine department personnel are familiarized with relevant procedures.

2. Issue clear and concise orders to engineers and others in engine department.


3. Adjust engine room watches to ensure that all watch-keepers are sufficiently rested and fit for duty.


4. Ensure that engine department crew maintain discipline, cleanliness and follow safe working practices.


5. Evaluate juniors and report performance to the Master.


6. Identify potential hazards associated with engine operations and act accordingly to eliminate them.


7. Investigate nonconformities and apply corrective and preventive actions.


8. Maintain stand-by equipments and systems in ‘Always-Ready-For-Use’ state.


9. Test stand-by equipments and systems on regular basis and in accordance with Company procedures.


10. Ensure that vessel’s machinery and equipments are maintained as per schedule.


11. Be on duty and in control of engine during maneuvering and during entering/leaving a harbor.
12. If Fourth Engineer onboard is not holding the required certificate of competency, keep the 8 o’clock – 12 o’clock engine room watch.


13. Attempt to rectify all possible breakdowns using crew and facilities onboard, if not rectifiable request for shore assistance.


14. Every month, report all defects (repaired / not repaired) to Company (through Master).


15. Advise Master in advance of all requirements of engine stores and spares.


16. Supervise work carried out by workshops on engines and equipments.


17. Ensure that engine logbook is maintained properly.


18. Efficiently operate and maintain all machinery and equipments onboard, especially those associated with safety and pollution prevention.


19. Efficiently operate main engine during passage.


20. Ensure that steps are taken to prevent/minimize emission of smoke from vessel.


21. Continuously monitor and evaluate main propulsion and auxiliary machinery, compare them with trial records and inform Company of any major deviation.


22. Ensure that all safety equipments are in good working order.


23. Maintain records of all routine and unscheduled maintenance in accordance with code requirements and Company procedures.


24. Order and stem bunker, and supervise bunkering operations.
25. Effectively control utilization of spare parts and stores and maintain proper inventory of all items.


26. Order spares and stores (includes lubricating oil) for engine department.


27. Personally direct maintenance of cargo cranes, air conditioning, refrigeration plants and oil-water separator.


28. Monitor maintenance of cold rooms, air conditioner and other related machineries.


29. Immediately notify to Master defects that may affect vessel’s safety or put marine environment at risk.

Second Engineer (2/E)


2/E reports to the C/E.
In absence of C/E, 2/E may be required to officiate as C/E, subject to prior approval from DPA.

Responsibilities –

1. Keep the 4 o’clock – 8 o’clock engine room watch.
2. Organize maintenance activities in consultation with C/E.
3. Allocate maintenance and repair work to engineers, and supervise the same.
4. Properly maintain engine room logbook.
5. Monitor maintenance schedules for main engine, auxiliary engines, compressors, purifiers, pumps and other equipments.
6. Co-ordinate with Electrical Engineer and ensure that he maintains proper record of maintenance of machinery under his charge.
7. Ensure that machinery spaces are clean and free from oily residues.
8. Assist C/E in maintaining inventory of spare parts, consumable stores onboard.
9. Ensure engineers and ratings work in compliance with safety and environmental protection procedures.
10. Evaluate juniors and report performance to the C/E.
11. Take over watch and control of the engine room during maneuvering of the vessel, especially when entering or leaving harbor and restricted passages.
12. Perform other duties as assigned by C/E (depending on situation).

Third Engineer (3/E)


3/E reports to the C/E (through 2/E).
In absence of 2/E, 3/E may be required to officiate as 2/E, subject to prior approval from DPA.

Responsibilities –

1. Keep the 12 o’clock – 4 o’clock engine room watch.
2. Properly maintain auxiliary engines, fresh water generators, windlass, mooring equipments, lifeboat motors, emergency compressor, emergency fire pumps and incinerator.
3. Analyze water and chemical treatment for main engine cooling water system.
4. Conduct preventive maintenance of fire fighting and safety equipments in engine room spaces, and inform C/E of any deficiencies.
5. Maintain updated records of preventive maintenance plans pertaining to compressors, generators etc.
6. Inform C/E in advance of requirement of spare parts and stores for machinery controlled.
7. Perform other duties as assigned by C/E (depending on situation).

Fourth Engineer (4/E)


4/E reports to the C/E (through 2/E).
In absence of 3/E, 4/E may be required to officiate as 3/E, subject to prior approval from DPA.

Responsibilities –

1. Keep the 8 o’clock – 12 o’clock engine room watch provided he is holding an appropriate certificate of competency, else C/E maintains this watch.
2. Assist C/E during maneuvering of the vessel.
3. Properly maintain fuel oil and lubricating oil purifiers and filters.
4. Properly maintain fuel transfer system and sewage plant.
5. Maintain other equipments/machinery in the engine room as instructed by the C/E.
6. Carry out transfer of fuel and lubricating oil, maintain tank soundings / bunker records and assist in bunkering.
7. Maintain updated records of preventive maintenance plans of pumps.
8. Inform C/E in advance of requirement of spare parts and stores for machinery controlled.
9. Perform other duties as assigned by C/E (depending on situation).

Cadets (Engine Department)

Engine cadets report to C/E (through engineers).

Responsibilities -
1. Perform duties as assigned by seniors.
2. Learn various aspects of vessel operations.

Electrical Engineer (E/Engr)

E/Engr reports to the C/E.

Responsibilities –

1. Maintain electrical and electronic systems onboard the vessel such as –

a. Main alternators and switchboards

b. Electrical and electronic components of deck cranes, cargo machinery grabs, windlass and mooring equipments


c. Electric motors, starters and controllers

d. Fire and Smoke alarm systems


e. Lighting systems

f. Power distribution systems

g. Automation systems


h. Alarms and shutdown systems

i. Electrical appliances in the galley

j. Electrical motors and equipments in air-conditioning and refrigeration plants

2. Ensure compliance to standard safety requirements for all electrical equipments, report deficiencies (if any) to C/E.
3. Ensure proper signs are placed in places where danger of high voltage or electrical hazards exists.
4. Ensure safety of personnel assigned to work under him by implementing proper safety measures (eg. switch-off power to equipment to be repaired).
5. Train all personnel assigned to assist him.
6. Maintain inventory of all electrical stores and spare parts.
7. Inform C/E in advance of requirement of spare parts and stores for machinery under his control.
8. Maintain updated record of Megger test of all motors, and other electrical equipments.
9. Supervise electrical repairs done by shore personnel and ensure that the shore personnel strictly adhere to safety procedures.
10. Take station in the engine room during entering and leaving harbor, anchoring and leaving anchorage, and during maneuvering.
11. During ‘standby engine’, attend to engine room equipments as directed by C/E.
12. Perform other duties as assigned by C/E (depending on situation).

Fitter

Fitter reports to C/E (through engineers)

Responsibilities –

1. Perform maintenance jobs assigned by 2/E or 3/E.
2. Fabricate pipes (as required) and rectify leakage (may require welding job).
3. Assist engineers in opening / closing various equipments (eg. engines, pumps).

Oiler

Oiler reports to C/E (through 2/E)

Responsibilities –

1. Perform duties as assigned by 2/E.
2. If holding required certificate of competency, maintain watch as assigned by the C/E.
3. Monitor levels of fuel, water and lube oil.
4. Monitor temperature and pressure of all running machinery.
5. Monitor machinery for any abnormal noise.
6. Monitor bilges and tanks.
7. Lubricate all machinery parts as per maintenance schedule.
8. Immediately report abnormalities observed/heard to 2/E.

Authority and Responsibility: Master

Master has complete authority of the vessel under his command.
Company has given Master overriding authority to enable him take necessary actions for safety of crew, vessel, cargo and environment.

General responsibilities -
1. Implement the quality, safety and environmental protection policy of Company, and motivate crew in its execution.
2. Ensure that all personnel onboard are familiar with safety procedures onboard.
3. Conduct safety drills onboard as per schedule.
4. Assign roles to senior officers with respect to Safety Management System (SMS).
5. Issue clear and concise orders, and review safety and pollution prevention activities.
6. Maintain proper discipline onboard and ensure that all crew are properly dressed in accordance with applicable safety regulations.
7. Evaluate performance of crew and report to Company accordingly.
8. Appraise training requirements onboard and co-ordinate with Quality Manager.
9. Report all defects and other matters onboard related to safe operation of vessel, safety of crew, safety of environment and those requiring shore assistance.
10. Review onboard plans (eg. contingency, safety, fire) and vessel’s procedures, and report deficiencies (if any) to the Designated Person Ashore (DPA).
11. Report nonconformities, accidents and hazardous occurrences (if any) to the DPA.
12. Liaise with repair workshops for works carried out onboard.
13. At least two (2) months in advance, inform office if any vessel/crew certificate is due to expire.
14. Ensure that all documentation is up-to-date and as per Company procedures/instructions.

Specific responsibilities -
1. Navigate vessel in adverse weather conditions and in restricted passages.
2. Respond to distress signals and render assistance as required.
3. Daily send vessel’s noon position to Company office.
4. Ensure proper maintenance of all nautical publications onboard.
5. Ensure maintenance of all hull and deck machinery and equipments.
6. Authorize (sign) all bills of lading and all requisitions from the vessel.
7. Deal with port authorities, customs, immigration, and other authorities.
8. Issue cash advance to crew; and sign-on / sign-off crew from vessel.

Chief Officer (C/O)

C/O is in-charge of deck department, he reports to the Master.
In absence of Master or in case the Master is incapacitated, C/O may be required to take temporary command of vessel, subject to prior approval from DPA.

Responsibilities -
1. Keep the 4 o’clock – 8 o’clock navigational watch.
2. Control all activities related to cargo operations.
3. Liaise with shore authorities related to cargo operations.
4. Ensure safety of cargo during loading, discharging and whilst during passage.
5. Calculate trim and stability for cargo loading, ballasting and de-ballasting operations.
6. Take station at the forecastle and attend to all activities during arrival and departure, and whilst anchoring and departing from anchorage.
7. Identify potential hazards associated with deck operations and advise Master accordingly.
8. Investigate nonconformities and apply corrective and preventive actions in consultation with the Master.
9. Ensure that vessel’s hull and deck machinery and equipments are maintained as per schedule.
10. Advise Master in advance of all requirements of deck stores and spares.
11. Maintain inventory of all deck stores and spares.
12. Every month, report all defects (repaired / not repaired) to BSM (through Master).
13. Assign specific roles to deck officers and deck ratings.
14. Instruct officers, rating and cadets on relevant procedures.
15. Ensure that deck crew follow safe working practices.
16. Evaluate juniors and report performance to the Master.
17. Supervise work carried out by workshops on deck, and deck machinery and equipments.
18. Ensure that deck logbook is maintained properly.
19. Ensure cleanliness in accommodation spaces (including passageways, mess-rooms, recreational areas, galley, provisions room, linen storage room, bathrooms and toilets).
20. Perform other duties as assigned by Master (depending on situation).

Second Officer (2/O)

 2/O reports to the Master (through C/O).
 In absence of C/O, 2/O may be required to officiate as C/O, subject to prior approval from DPA.
 Perform duties as Medical Officer (listed separately).

Responsibilities -
1. Keep the 12 o’clock – 4 o’clock navigational watch.
2. Maintain inventory of all charts, navigational publications and equipments.
3. Prepare passage plans in consultation with the Master.
4. Correct and update navigational publications and chart folios.
5. Take station at the quarterdeck and attend to all activities during arrival and departure.
6. Advise personnel and keep record of changes of time zone during passage (i.e. advancing or retarding vessel’s clocks).
7. Prepare noon reports for Master.
8. Assist C/O during cargo operations (if required).
9. Prepare log abstracts and related reports as required by Master, BSM and charterer.
10. Perform other duties as assigned by Master (depending on situation).

Third Officer (3/O)

3/O reports to the Master (through C/O).
In absence of 2/O, 3/O may be required to officiate as 2/O, subject to prior approval from DPA.

Responsibilities -
1. Keep the 8 o’clock – 12 o’clock navigational watch.
2. Maintain inventory of lifeboat equipments.
3. Maintain inventory of life saving appliances (eg. EPIRB, SART, life-rafts, breathing apparatus).
4. Maintain all life saving equipments in ‘Always-Ready-For-Use’ condition.
5. Maintain signaling appliances (eg. Aldis lamps, sirens, horns, flags).
6. Maintain pyrotechnic equipments in proper condition.
7. Take station on the bridge and attend to activities (as instructed by C/O) while entering or leaving harbor, and whilst anchoring and departing from anchorage.
8. Supervise helmsmen during maneuvering.
9. Keep records of any adverse meteorological observation.
10. Assist C/O during cargo operations (if required).
11. Perform other duties as assigned by Master (depending on situation).

Bosun

Bosun reports to the C/O.


Responsibilities –

1. Assist C/O in operations and maintenance planning.

2. Assist C/O during mooring/unmooring, anchoring related and warping operations.


3. Supervise ratings during hold/tank cleaning, washing, preparation, ballasting and de-ballasting operations.


4. Supervise lifting gear on deck and in engine control room.


5. Maintain lifeboat/life-raft/pilot ladders, gangways, safety nets, safety harness, paints etc. in proper condition.


6. Perform duties as assigned by Master (depending on situation).

Cook

Cook reports to the Master (through Welfare Officer).

Responsibilities –

1. Prepare weekly menu (as discussed in Welfare Committee Meeting) and accordingly arrange for purchase of provisions.
2. Prepare meals for crew as per menu defined.
3. Maintain hygiene in galley, dry provision stores, mess-rooms and cold rooms.
4. Take adequate precautions to ensure that the vessel is free of rodents and insects.
5. Maintain inventory of galley equipments, linen, cutlery, crockery, furniture, and fittings in mess-rooms, accommodation spaces and provision stores.
1. Control purchase of food supplies and provisions.
2. Maintain account of victualling allowance (on behalf of the Master, if R/O is not available).
6. Guide and supervise cook and mess-boys.
7. Perform duties as assigned by Master (depending on situation).

Medical Officer

2/O holds additional responsibility of Medical Officer.

Responsibilities –

1. Give medical aid to sick personnel onboard.

2. Inform Master if any crew requires shore medical treatment.

3. Maintain inventory of all medicines and medical equipments.

4. Maintain medical logbook.

5. Place order for medicines and equipments and get rid of expired items.

Ship Security Officer (SSO)


Ship Security Officer (SSO)

Radio Officer (R/O)
R/O reports to the Master.
Communication equipments are under direct authority of the Master, R/O must act only in accordance with Master’s instructions.

Responsibilities -
1. Keep international hours of watch according to the area.
2. Keep watch during distress (do not switch off the station unless traffic is cleared).
3. On receipt of any distress signal, immediately inform the Master (note – distress messages must be attended on 24 * 7 basis).
4. Receive/transmit messages only on behalf of Master (note – maintain absolute secrecy of messages, do not show messages to anybody except Master).
5. If Master issues an order contrary to the requirement of international telegraphic regulations, draw Master’s attention prior to sending the message.
6. Receive weather messages and navigational warnings.
7. Switch ON auto alarm when off-duty.
8. Monitor local radio stations when approaching a port.
9. Maintain inventory of all communication equipments, stores, spares and publications.
10. Ensure cleanliness of Radio Room and maintain radio equipments.
11. Supervise repairs to all communication equipments.
12. Perform other duties as assigned by Master (depending on situation).

Additional responsibilities –
1. Act as Master’s administrative assistant (eg. assist Master in preparing reports).
2. Control purchase of food supplies and provisions.
3. Maintain account of victualling allowance (on behalf of the Master).
4. Guide and supervise cook and mess-boys.

Safety Officer

Safety Officer is appointed by the Master.

Responsibilities –

1. Control and record all safety and anti-pollution exercises in accordance with statutory regulations and company procedures.

2. Provide induction/familiarization course to new crew.


3. Follow-up with concerned personnel, and ensure that they implement corrective and preventive actions for nonconformities and observations recorded during audit.

4. Identify deficiencies in training of crew and inform Master accordingly.


5. Identify communication / language problem amongst crew and inform Master accordingly.

6. Implement actions (as guided by Master) to ensure that communication/language problems do not hamper safety and pollution prevention activities onboard.

Welfare Officer

Welfare Officer is appointed by the Master.


Responsibilities –


1. Assist C/O in ensuring cleanliness in accommodation spaces (includes passageways, mess-rooms, recreational areas, bathrooms and toilets).


2. Ensure provision of basic requirements for crew (eg. food, uniform).


3. Assist Master to create motivating environment onboard.


4. Ensure that crew mail/correspondences are handled efficiently.

A/B

A/B reports to the Bosun.

Responsibilities –

1. Steer the vessel as instructed by the Master.


2. Assist Officer-On-Watch during watch.


3. Perform duties as assigned by Bosun/Officers.


4. Perform other duties as assigned by Master (depending on situation).

O/S

O/S reports to the Bosun.

Responsibilities –
1. Assist Officer-On-Watch during watch.
2. Perform duties as assigned by Bosun/Officers.
3. Perform other duties as assigned by Master (depending on situation).
